From Dec. 1998 to Apr. 23, 1999, the actual date of the data in a Crrel data file is one day earlier than the date in the data file name. For example, met01Feb0399 actually contains data from Jan. 31, 1999. When converting Crrel's original data format to standard format, we put the correct date in the converted file name so that met01Feb0399 becomes 1999-01-31.dat
	We also moved met01Feb0399 from 1999/met/raw/02 to 1999/met/raw/01.
	NOTE 12/07/01:  The mmsa1999-01.dat file was created by concatenating all the
	daily 1999-01* files.  The mmsa1999-01.dat file will be used for input into the MMSA SQL
	Server database.  The daily .dat files (eg. 1999-01-01.dat) were removed.
